Terms of Reference
Advisory/Facilitating Group for the IWRM-based Basin Strategy
Assignment: To provide advisory support and facilitation for the
development of the IWRM-based Basin Strategy for the LMB
Title: International Consultant for the IWRM-based
Basin Strategy
Duration: 60 working days spreading from December 2008 to
December 2009.
Duty station: MRC Secretariat in Vientiane, Lao PDR and home
countries of the national advisors/facilitators.
1. Background
Please refer to the attached note entitled "Proposed next steps to
prepare the IWRM-based Basin Strategy".
2. Objectives of the Assignment
• To facilitate processes of dialogues in each of the MRC
member countries and at regional level amongst government agencies,
civil society organizations and international/regional development
partners to foster a shared consensus on the content of the IWRM-
based Basin Strategy and promote its wide acceptance.
• To support the MRC BDP team in the drafting of the IWRM-based
Basin Strategy.
• To provide policy advice to the MRCS, the MRC Joint Committee
and Council during the discussion and negotiation process of draft
versions of the strategy.
3. Composition of the Group
The Advisory and Facilitating Group for the development of the IWRM-
based Basin Strategy will comprise of international consultant and 1
national advisor/facilitator from each of the four MRC member
countries.
4. Scope of work, Expected outputs and Qualifications of
International consultant
4.1 Scope of work
The international consultant will work closely with the MRCS BDP2
team and the national advisors/facilitators to carry out the
following tasks:
• Take the lead in the improvement of the outline of the IWRM-
based Basin Strategy and the preparation of the consecutive drafts of
the strategy.
• Provide advice to the national advisors/facilitators in
designing the consultation/dialogue processes in each country. Help
ensure that representatives of all stakeholder groups are given the
possibility to participate in the development of the strategy,
including representatives of NGOs, affected communities, academia,
project developers and others.
• Consolidate from the Country Briefs the common issues to
improve the objectives and scope of the IWRM-based Basin Strategy.
• Facilitate the discussions of the Advisory and Facilitating
Group and participate in regional consultations/dialogues and
national meetings, as needed.
• Advise on the presentation and discussion of the results of
the assessment of basin-wide water resources development scenarios
with different stakeholder groups, with a view to achieving an early
shared consensus on the most acceptable scenarios.
• Provide advice the MRCS and Joint Committee/Council as needed
on IWRM issues and the strategy.
• Assist in the finalization of the strategy, incorporating
guidance from the Joint Committee and Council.
4.2 Expected outputs
• Revise outline of the Strategy, incorporating comments from
RTWG meetings and other consultations in December 2008
• Draft 0 of the Strategy in January 2009
• 1st draft Strategy in February 2009.
• 2nd draft Strategy by July 2009.
• 3rd draft Strategy by October 2009.
• Final draft Strategy at the end of 2009.
4.3 Qualifications
• Postgraduate degree in water resources management.
• Twenty or more years of practical experience in a wide range
of subjects related to water resources management and development, of
which at least 3 years in the Mekong Basin.
• Good knowledge of the latest thinking on IWRM and its
application in transboundary river basins.
• Internationally recognized profile in the field of water
resources management in a transboundary context, with a focus on
legal, policy and institutional issues.
• Knowledge of the MRC and the status of implementation of the
1995 Mekong Agreement.
• Similar experience in other River basins is an advantage
• Strong facilitation and communication skills
• Excellent English writing and oral skills. Extensive
experience in preparing sensitive reports on complex issues.
5 Scope of work, Expected outputs and Qualifications of the
National Advisors/Facilitator (for reference)
5.1 Scope of work
The national advisor/facilitator will work closely with other members
of the Advisory and Facilitating Group, the NMCs and RTWG members to
carry out the following tasks.
November 2008 – January 2009 (30 work days)
• With support from the NMC/National BDP units and the RTWG
members, design and facilitate a series of consultations/dialogues at
national and sub-basin (sub-area) levels on: (i) IWRM issues in the
LMB at the national and sub-basin levels; (ii) the country
perspectives on the IWRM issues in the LMB at basin/regional level;
and (iii) priorities for IWRM at the basin level in the views of
different national and local stakeholder groups. A preliminary
assessment of relevant IWRM issues is made in the current outline of
the IWRM-based Basin Strategy.
• Based on the outcomes of these initial consultations, prepare
a Country Brief covering: (i) common country perspectives on IWRM
issues at the basin, national and sub-basin levels; (ii)
recommendations for the objectives and scope of the IWRM-based Basin
Strategy; and (iii) recommendations for the national process to
prepare and build consensus on such a strategy.
• Consult with and advise the Joint Committee member/NMC on the
country's perspectives.
• Participate in working session(s) of the Advisory and
Facilitating Group and other regional consultations/dialogues, as
needed.
• Share country perspectives to build consensus amongst the
Group and make recommendations for the preparation of the first draft
of the strategy and the subsequent regional dialogues.
February – July 2009 (50 working days)
• Review the outline and initial elements of the IWRM-based
Basin Strategy, facilitate discussion among the RTWG members, and
consolidate recommendations for improvement.
• Support in the preparation of the full first draft of the
strategy, as required and agreed by amongst the Advisory and
Facilitating Group.
• Review the scenario assessment reports and provide advice to
the Joint Committee member/NMC and other line agencies in advance of
regional discussions, while facilitating a broader dialogue at the
national and sub-basin levels on the preliminary results of the
assessment of basin-wide water resources development scenarios and
their linkage and meaning for the content of the IWRM-based Basin
Strategy.
• Advise the ongoing preparation of Sub-area IWRM Strategies.
August – December 2009 (40 working days)
• Facilitate discussion amongst the RTWG and national and sub-
area dialogues on consecutive drafts of the strategy, and provide
inputs to their improvement and regional dialogues.
• Provide advice and act as discussant in MRC Governance
meetings on the evaluation of the considered basin-wide water
resources development scenarios and the strategy, as required.
• Prepare an informative End of Assignment Report (outline is
to be discussed and agreed amongst the Group) that highlights: (i)
the process and lessons learned; (ii) recommendations for future
updates of the strategy; and (iii) recommendations for the
implementation of the strategy in his/her own country and in the
basin context.
5.2 Expected outputs
• A Country Brief as outlined above by month 2 of the
assignment.
• End of Assignment Report as outlined above.
6 Reporting Arrangements
The international consultant will report to the BDP Chief Technical
Advisor and BDP Coordinator.
The national advisor/facilitator will work closely with the
NMC/National BDP Unit and report to the Joint Committee Member of
his/her country.
